Suspension of Subsidies to Castro’s Cuba: Europe Prepares Measures for 2026

The Cuban Resistance Assembly called the European Parliament’s recommendation “a key step” toward ending EU funding of the regime.

MADRID, Spain. – The Budget Committee of the European Parliament has recommended an audit and suspension of funds allocated to policies that have failed to deliver expected results—among them, the Political Dialogue and Cooperation Agreement (PDCA) between the European Union and Cuba. The proposal includes redirecting these resources toward urgent and uncontroversial measures, such as supporting Ukraine in its resistance against the Russian invasion.

The initiative was spearheaded by the European Conservatives and Reformists (ECR) Group and also received support from other European political forces, strengthening its weight in the approval process for the EU’s 2026 budget. Although it still needs to pass through other institutional steps, the resolution marks a significant shift in Europe’s stance toward the Cuban regime.

The next step will be to bring the recommendation to a vote. If approved, it would take effect as part of the EU’s budget debate, which would directly address the issue of subsidies to the regime. Although theCouncil of the European Union has the final say, it is a complex process that requires broad institutional consensus. For the regime, this scenario represents a cross-cutting and unprecedented debate over the legitimacy of European funding to Havana.

The Cuban Resistance Assembly (ARC) welcomed the decision and called for the permanent suspension of funds directed to Castro’s Cuba. “This is a key step toward ending the immoral European subsidy to a tyranny disgracefully subordinate to Russian aggression against Ukraine,” said Orlando Gutiérrez Boronat, Secretary General of the ARC.

“We congratulate the group of Conservatives and Reformists and the other historic and political blocs of the European Parliament for this measure, through which the Budget Committee recommends—rules—that the time has come to suspend the immoral subsidy to Cuba’s communist regime and redirect it toward immediate, effective, and uncontroversial causes for the European Union. One of these could be aid to the people of Ukraine. This is an important step, and the Cuban Resistance Assembly fully supports it,” Gutiérrez Boronat added in his statement.

The Committee’s recommendation comes amid a tightening of Europe’s diplomatic stance toward the Cuban regime. In recent weeks, the Secretariat of the Council of Europe in Strasbourg has agreed to place on its agenda the designation of Cuba as a state sponsor of terrorism—a sign of Havana’s growing international isolation.

The final decision on the suspension of these funds will be part of the European Union’s 2026 budget negotiations. If approved, it would mark a turning point in the relationship between Brussels and Havana, and represent a shift in the allocation of EU resources.
