Governments of Cuba and Vietnam Sign a Three-Year Defense Cooperation Plan

Havana seeks to strengthen its ties with the Vietnamese Army to contribute to the “traditional friendship” between the two countries.

MIAMI, United States. – The governments of Vietnam and Cuba signed a three-year defense cooperation plan during a meeting between Vietnam’s Minister of National Defense, General Phan Van Giang, and Cuba’s Minister of the Revolutionary Armed Forces (FAR), Army Corps General Álvaro López Miera, according to Prensa Latina.

According to the news outlet, Phan Van Giang stated that defense cooperation has been one of the pillars of the bilateral relationship and has helped strengthen collaboration in other sectors. The Vietnamese minister also highlighted the laying of a floral offering in Hanoi by ruler Miguel Díaz-Canel and his entourage in honor of the fallen Cuban military experts, the first completed element of the commemorative complex being built at the Military History Museum.

For his part, the Chief of the General Staff of the Vietnam People’s Army (VPA) and Deputy Minister of Defense, General Nguyen Tan Cuong, affirmed that the Party, the State, the people, and the VPA are ready to support Cuba in the face of its current challenges, reported Vietnam+ (VNA).

According to the Vietnamese outlet, the program “65 Years of Vietnam-Cuba Solidarity” reaffirms the bond between both governments and, for its implementation, the General Staff of the VPA will oversee the full execution of the 2026–2028 Defense Cooperation Plan, in addition to promoting twinning between corresponding agencies and units of both countries.

Prensa Latina added that López Miera expressed his affection and admiration for Vietnam and emphasized that the achievements of the Vietnamese people are a source of encouragement for Cubans. The head of the FAR attended the ceremony for the 80th anniversary of the August Revolution and Vietnam’s National Day (September 2) at Ba Dinh Square and conveyed Havana’s willingness to continue promoting and strengthening ties between both armies to contribute to the “traditional friendship” between the two countries.

Vietnam+ (VNA) stressed that Vietnamese authorities view the relationship with Cuba as “exemplary” and “uncommon in the world” after 65 years of contacts and cooperation.
